JAMESTOWN — A Jamestown man has been charged with assault and weapons possession after the city’s second shooting in less than a month.
Xavier M. Ramos, 23, of Jamestown was charged with first-degree assault and second-degree criminal possession of a weapon after officers responded to a shooting at 12:58 a.m. Thursday on East Second Street near Cheney Street for a reported gunshot complaint. Officers arrived on the scene to find a man who had been shot several times. Officers provided immediate treatment to the man, who was then taken to UPMC Chautauqua and then flown to UPMC Hamot for further treatment. Police report the man was severely injured but is expected to survive.
Detectives from the Jamestown Police Department Investigative Section continued with the investigation. Around 4 p.m. Thursday, Ramos was charged. He was taken into custody without incident, according to police, and taken to the city jail until he could be arraigned.
Jamestown Police officers responded to a shooting at about 9:50 p.m. July 9 near Ninth Street. According to police, shots were fired, but there are no reported injuries.
It’s also the second arrest in a shooting this month. On July 2, city police announced charges against Marquan Cunningham-Carper, 19, of Jamestown was charged by a secret indictment by a Chautauqua County Grand Jury with first-degree assault and two counts of second-degree criminal possession of a weapon from the May 8 shooting in the area of North Hopkins Avenue and East Second Street. In late May city police issued a photo captured from a video recording, seeking the public’s help. At the time of the news release, police said the victim had been released from the hospital and was expected to recover from his injuries.
Following Cunningham-Carper’s arraignment, Jason Schmidt, county district attorney, stated, “Every single shooting incident and illegal possession and use of a gun in our community hurts us all. This instance – the indiscriminate shooting in the backside of a young man who was merely walking home after shopping at a nearby store – says it all about where we stand as a community and the police’s ongoing fight, in which they are outgunned and outnumbered, to keep us safe and rid our streets of violent offenders”
Through the first six months of 2025 Jamestown has had three shooting incidents, the same number of shootings as it did in 2024, and four shooting victims, one fewer than through the same period in 2024. No one has yet been killed by a firearm in the city compared to two through the end of June 2024.
Statewide, it’s been a less violent year throughout the 28 cities included in the GIVE initiative. The 28 GIVE police departments typically report the highest volume of violent crime outside the five boroughs. Between Jan. 1 and June 30, 2025, GIVE police departments reported 242 shooting incidents with injury, down from 281 during the same period in 2024. The number of people shot declined from 354 to 275, and there were nine fewer gun violence-related deaths (49 vs. 58). During Governor Hochul’s time in office, 762 fewer individuals have been injured by gun violence, and 104 fewer people have been killed in GIVE communities.
